The FilterList can extend FilterBase or Filter, both work fine.
I think this was the one critical binary compat issue, so since it has been
addressed, it's fine to commit to branch-1.4. I'll check again when evaluating
the RC and can revert it later if there is a problem. Please go ahead. Thanks
