right now we have an old support script for applying patches locally,
{{dev-support/smart-apply-patch.sh}}. This functionality is now maintained in
Apache Yetus.
We should either:
1) just remove the file and update any docs that point at it to point at yetus
2) update it to be a wrapper for the yetus implementation as Hadoop has done:
