Updated patches with some attention to how we wait.
RSGroups tests pass.
Verified on cluster.
Added comments to branch-1 patch where [~churromorales] wondered about under
which conditions the threads would wake up. Git then decides to format the diff
in a way that is harder to read than before, sorry.
We can also think about making this strategy of kicking FAILED_OPEN assignments
whenever a server is added a part of core. At first glance it is a good simple
strategy that is harmless (but noisy) if they will just fail again, but helpful
if the new server satisfies a constraint which failed previously or corrects
some environmental issue. Would want to do that on another JIRA though.
