.001 changes the state we assume when hbase:meta has no state. I tested on
cluster and it makes it so hbase2 comes up now.
This is a hack though just to get us going. The real solution is that if we
have an empty state in meta, then we need to probe. Filed HBASE-19172 to do
real fix.
