I have reverted this from branch-1.4. It should probably be reverted from
branch-1 too but we can discuss it. The rest of the changes look ok. Put back
support for this RPC, but deprecate it, and my concern will be resolved. Since
we would be keeping the old RPC for compatibility we should also keep around
the related coprocessor hooks. Mark them as deprecated in branch-1. No need to
keep them around in branch-2. Fine to add the new coprocessor hooks
preGetClusterStatus / postGetClusterStatus
