With HBASE-19176, we don't need to do anything else here. Native-client (and
thus, folly, wangle, and buck) were pulled out of the 2.0.0 release train.
zstd re-licensed with 3-clause BSD as one of the options. So, as long as we
don't directly bundle it (which I'm not finding), I don't see anything else to
do.
Good to resolve?
