MasterAddressTracker and MetaTableAccessor are server side only after this
change. For ZkAclReset, it is a tool but marked as IA.Private? Not sure about
the usage. For ZKLeaderManager, it is marked as deprecated and the comment is
'Not used'. Maybe we can just remove it in the patch of HBASE-19114?
