Attachment: HBASE-19092_004.patch
Adds the RawCell and getTags, getTag and cloneTags belong to RawCell.
RawCell extends Cell and ExtendedCell extends RawCell.
RawCell is CP expose and Extendedcell remains Private.
Except for the import order checkstyle comments fixed others. Will wait for QA.
