branch-1.3.001 is a backport of the branch-1 patch. Lets see how it does after
pushing HBASE-19354 on branch-1.3.
FYI [~xinxin fan], I tried bringing patch back to 1.2 but its a bit rough.
Maybe you only intend it for branch-1.3+? No worries.
