This seems like a fine change to have. It allows the admin to remove servers 
from the RSgroup but will disallow that if the servers were in the group, but 
are now dead (or recovering) and may come back. 

It also disallows removal of live servers. Is that intentional? So the command 
will be useful only for removing decommissioned servers. Maybe instead of 
'dead' you mean 'decommissioned'?
