Attachment: HBASE-19410.patch
Introduce a HBaseZKTestingUtility to let us start a mini zookeeper cluster in
hbase-zookeeper module.
Also modified some poms as now we also need to depend on the test-jar of
hbase-zookeeper if we want to use HBaseTestingUtility.
And another modification of the root pom is that, now we will publish sources
for test-jar by default as now HBaseTestingUtility will depend on the test-jar
of hbase-zookeeper and also hbase-common.
