Considering various failure cases, I think we need to store the state of region
deletion progress in zookeeper (under /hbase/fast-delete, e.g.).
This is needed because we should be prepared that update of R1 in the above
case may fail.
You can find an example in HBASE-4213 where SchemaChangeTracker tracks the
state transitions.
