The default heap % for the on heap Block Cache can be diff based on whether BC 
is there or not. Ya this is possible..  We can say if only LRU cache, we will 
continue with 40% or else 20%.
I did not get ur mean on auto sizing thing.  For the initial decision the auto 
sizing way not needed. That is at run time and if enabled ya that will auto 
tune the LRU cache size within a range. That range max will be this new max 
what we arrived at.
