Thanks Stack for the jira ref.. So we have 2 configs to say what regions the HM
to carry (if it has to carry any) hbase.balancer.tablesOnMaster and
hbase.balancer.tablesOnMaster.systemTablesOnly. Ya based on these we can
decide. I will remove the additional config added. Nice point.
Ya am having same opinion as Chia abt disable when only system tables. Once
we have the consensus ,will make new patch. Tks.
