Addresses most of the comments in RB.
-> Now every cell impl has the impl of getTag and getTags.
-> BBCell is of type Cell. So getTagsLength should be coming only if the cell
is part of ExtendedCell other wise there is no way to get tags length. This is
a concern. But for now we have no issues because all imp of BbCells are also
ExtendedCells.
