Update: In a sub-issue we moved our logging interface over to slf4j. Discussion
thread up on the dev list:

TODO, change our backend, a new sub-issue hanging off this one. Likely means
moving off .properties file configuring logging and instead moving to new
format (log4j2 xml file) which probably means hbase3.
TODO: undo all the logging gates on an as-we-go basic swapping in the
interpolation as suggested above (Big bang replacement would be hard to do).
