Thanks [~balazs.meszaros] So, we are in Master startup, and then the cluster is
supposed to go down? Elsewhere, while the Master is waiting on RegionServers to
check in, we check too if we should exit Master startup. We need another such
check here?
This is a little piecemeal though. Need to figure HBASE-19533
