I am not sure how to access the RegionStates from the hbase-rest package. As
far as I see there is no way to access Master from this package thus there is
no way to access AssignmentManager. My first idea is to somehow include region
states in HRegionInfo but this leads far.
How about focusing only on the UI part in this ticket and creating a separate
issue for the rest part?
