Actually there is no big difference between adding a normal replication peer
and a sync replication peer. Maybe the only difference is that we need to
reject replication request from other cluster when in the DA state, and this
will be addressed by HBASE-19782. So here I changed to title to 'convert RS
from DA to A'.
