bq. What if we do go that far?
... then the change in AM where we will carry on to cancel the ongoing
RecoverMetaProcedure though the ServerName in the RegionNode may be null,
should take care of that (it 'cancels' the ongoing assign... which makes the
procedure get control again, notice the shutdown and exit....)
