I found the cause of my error and maybe the extra long site build times that
[~stack] has been complaining about for some time.
for the site goal we're rebuilding the whole project several times over because
only some modules disable the site plugin and those that don't are inheriting
the top level reports.
I'm working on a fix now. If folks prefer I'm happy to push v5 and continue my
fixing in another jira.
