Description: After [HBASE-19488] is complete, rename the class
{{CollectionUtils}} to {{ConcurrentMapUtils}} because the only remaining
methods are geared for the {{ConcurrentMap}} class. It will prevent name
collisions with the popular Apache Commons {{CollectionUtils}} in the code
