Release Note: When region servers bind to localhost (mostly in pseudo
distributed mode), default ports (16020 & 16030) are used as base ports. This
will support up to 9 instances of region servers by default with
'local-regionservers.sh' script. By changing the base ports in
'local-regionservers.sh' script, additional instances can be supported.
