Yes you are right [~reidchan]. Unfortunately HBASE-14247 introduces
incompatible changes so it's not recommended to be backported to branch-1,
while patch here cannot speed up the deletion of oldWALs w/o HBASE-14247.
As discussed before, patch here mainly uses multiple threads to scan directory,
while HBASE-18083 uses multiple threads to delete files, so these two works are
independent, it's ok to backport this one w/o HBASE-18083 (although code
refactor required)
What's more, since the backport is a non-trivial effort, I'd suggest to open a
new JIRA for tracking (if decided to do this)
