Summary: Add a project health check that looks for new dependencies

It should build a listing of all changed dependencies for any module. For
modules that are "downstream facing" it should vote -1 when a change happens.
For others an advisory +-0 is fine.
"downstream facing" here probably means the non-shaded clients, even though
we'd prefer folks migrate to the shaded ones.
