I agree with Todd's comments.  This problem doesn't seem to be solved at the 
correct layer.  A more natural fit would be to add a range delete marker and 
optimize the scanner code on compaction.  Adding a range delete seems more 
natural than an explicit region delete & can be used at the client level.
