add a wrong cluster key format
hbase(main):002:0> add_peer
'to_syj','shen1.cmh,shen2.cmh,shen3.cmh:hbase-unsecure:2181'
0 row(s) in 0.2570 seconds
hbase shell not throw any exception.
then restart the hbase regionserver,
it will failed, case of wrong cluster key format
