This will be the umbrella JIRA for backporting HBASE-18083 of `Make large/small
file clean thread number configurable in HFileCleaner` from HBase's branch-2 to
HBase's branch-1 that will needs a total of 4 sub-tasks that backport
HBASE-16490, HBASE-17215, HBASE-17854 and then HBASE-18083
