RSGroupInfo.NAMESPACE_DESC_PROP_GROUP take effect in postCreateTable and
preCloneSnapshot. However, creating system table will not call postCreateTable.
Not just system tables. Maybe all other tables should also check whether they
are in the correct grouping.
