I suspect the other blocks is left over from some prior need to do more work
after the if/else block for the failure.
we're all done once we note that there's a failure for this command. Even in
the new work in HBASE-20334, we can't proceed if the source tarball didn't work.
Happy to refactor if you feel strongly about it.
