Mike Drob commented on HBASE-18118:
-----------------------------------
Can we file a new JIRA for the discussion around this, wether it ends up
needing a revert, docs, or an addendum? This issue has already gone out in a
release, and for my sanity in branch tracking it would be nice to see it
explicitly as a separate unit of work.

> HBase can't use 'NONE' as default storage policy if not configured because
> HDFS supports no such policy. This policy name was probably available in a
> precommit or early version of the HDFS side support for heterogeneous
> storage. Now the best default is 'HOT'.
