I'm working on HBASE-20708 which may effect the high level design of pv2 so do 
not have much time on this issue.

But I think we can do something in the ReopenTableRegionsProcedure and let 
other procedures use this procedure to reopen regions. In RTRP we will only 
include regions in OPEN and OPENING state, and for region in OPEN state, we 
will record the openSeqNum and schedule a reopen procedure for it(maybe not MRP 
since it could fail and then abort the parent procedure). After the reopen 
finished, we will check if the openSeqNum is changed, if not we will schedule a 
new reopen procedure again. And for region in OPENING state, we need to wait 
until it changed to other states, if it changed to OPEN finally then we do the 
same thing above, otherwise we can just drop it.

Just a rough design, may still have some problems, or some difficulties when 
implementing, for example, how to wait for a region state change. But I think 
we need to make sure that the region has loaded the new configurations. MRP is 
not designed to be critical as it is designed to be used by LoadBalancer...
