Summary: Make RegionServerTracker only depends on children changed
event

For now we will use children changed event for adding RS, and node deleted
event for removing RS. Actually, children changed can also be used for deleting
RS, this will make it easier to control as we do not need to deal with the
concurrency issue between the children changed and node deleted event.
