Summary: StochasticLoadBalancer should consider Coprocessor
request count when compute cost

Environment: When compute region load cost, ReadRequest, WriteRequest,
MemStoreSize and StoreFileSize are considered, But CoprocessorRequests are not
include. In our kylin cluster, there only have coprocessor requests, and the
cluster sometimes unbalanced.
