We only push doc changes to master. When making a release off branch-2.1 or
branch-2.0, we copy the doc down from the master branch and do any fixup
needed; e.g. removing chapters on stuff not in the release; e.g. I removed the
bits on serial replication when doing hbase-2.0.x releases.
