This was definitely something conscious we added because there isn't any reason 
to keep around a (space) quota for a table you no longer need. My guess would 
be that the similar convenience doesn't exit for RPC quotas. You could copy 
this feature from space quotas if you want to build it for rpc quotas, or just 
delete the rpc quota yourself if you want a quick cleanup.
