I still have a repro of this up, but it's struggling to come up given so many 
masterprocWALs to churn through.

Comparing to a local installation, when we close the region, we should be 
dumping out the seqId to the region dir. There are a few conditional checks 
around this in the code (e.g. WALSplitter.writeRegionSequenceIdFile), but I'm 
not sure which one is not triggering that avoids this happening on the cluster. 
Things are fine for me locally.
