What of the case where the parent procedure takes an exclusive lock for the 
life of the Procedure? The sub-procedure might put in place an exclusive lock 
while it runs but it won't restore the parent procedures' lifetime lock. Is 
this an argument that parent procedure should run before sub-procedures to at 
least restore any locks it had taken (shared or exclusve, lifetime or 
step-duration).
