Summary: Sending compaction descriptions from all regionservers to
master.

Need to send the compaction description from region servers to Master , to let
master know of the entire compaction state of the cluster. Further need to
change the implementation of client Side API than like getCompactionState,
which will consult master for the result instead of sending individual request
to regionservers.
