Thanks [~colingarcia] for taking a look. These logs are annoying everywhere, 
not just in LTT (as [~mdrob] hints). Looking at this issue in the past, they 
are a bit tough to suppress because they are at INFO level IIRC... and then I 
used to get stuck. Out of ideas. We could do a blanket shutdown of INFO-level 
logging in zk but at least debugging, my notion is that changes in zk state at 
important figuring whats going on (perhaps less-so now assignment no longer 
goes via zk). Thanks.
