Ok  I read this comment which says

So we want to get the snapshot to see those assignments, but this will only 
contain
    // replicas of the regions that are passed (for performance).

So for performance reasons they were doing this. So we should stick on to this 
and only if we see regions with replicas we try to get the snapshot of the 
current assignment state.
