Thanks for the review! Addressed comments tho for one comment instead of 
elevating warn to error I threw an exception instead. The situation seems 
important enough for the server to fail (possible consistency issue). If 
buildbot passes will commit end of this week. Let me know if you have any 
concerns [~apurtell].
