Thats good fixes in FuzzyRowFilter

Could fix this: 

return UnsafeComparer.INSTSANCE;
...
              static final UnsafeComparer INSTSANCE = new UnsafeComparer();
...

bq. Since in BBUtils we don't use Unsafe directly, are you suggesting removing 
any direct ref in Bytes class too?

What are you thinking? One class used by Bytes and BBUtil that does all unsafe? 
Or something else? It would be sweet if just one conduit to unsafe.  Thanks.
