I just went through 
[HBASE-21154|https://issues.apache.org/jira/browse/HBASE-21154]  (Remove 
hbase:namespace table; fold it into hbase:meta). It looks like the ordering of 
table creation and the hard dependency on master startup is the concern here.

Just thinking out loud - what if we create the required stats table when we 
start writing the stats from region server, if not already created? In this 
way, we need not to introduce a new dependency in master startup. We can still 
call this a system table because user intervention will not be required in 
creating this.
