Yes, you are right, if the latest log has the global tracker written in the
trailer, then there is no problem.
About the comments, I'm not quit understand you, where to add?
The failed TestWALProcedureStore.testNoTrailerDoubleRestart() is related, it
helps me find a bug - We only need to check the deleted bits in the global
tracker. Uploaded a V3 to fix it.
