Oh, wait a minute, I found the root cause, we reset the partial flag for a 
ProcedureStoreTracker after reading all its content when loading, but this is 
not correct... Only the global store tracker can be reset to not partial at the 
end, the tracker for each file should remain partial.

After changing the error code in ProcedureWALFormatReader and modify the 
setDeletedIfModifiedInBoth to also consider partial flag, the newly added UT 
passed. Let me provide the addendum here. This will be more natural as we do 
not need to write down so many comments to tell others what is going on here...
