Description:
We can see that int the qps-and-latency.png picture: at 17:03:08, the
client's p9999 latency increased to be ~2s suddenly. after checked the log,
we found the hbase:meta moved too many times in a very short time range.
I think it's a bug in balance, so open a issue addressing is... will dig into
this.
