They can only be used as sub procedures so no lock. Other sub procedures are
RefreshPeerProcedure and SyncReplicationReplayWALRemoteProcedure, they extend
Procedure directly as they are also RemoteProcedures. For other procedures they
are all top level procedures, which need to hold the exclusive lock.
