OK the problem is that, we want the testRecoveryAndDoubleExecution to quit when 
reaching state id 9, which is MERGE_TABLE_REGIONS_POST_MERGE_COMMIT_OPERATION, 
but in the failing run, we have finished the procedure so we will get the 
EOF_STATE and fail. Let me see why...
