On commit, I discovered that most branches are daily ('@daily'). Its just the 
active ones now that are every 12 hours. We could dial back a few if too often.


bq. And for the flakey job, is it possible to make it configurable on the 
jenkins job configuration page? So that we do not need to change the code and 
commit to all branches every time when we want to change the scheduling 
interval...

Let me make a subissue. This is probably some variable interpolation stuff... 
that the script would pick up. Let me run it by [~busbey]... he's out a few 
days.. .When he's back. Let me file issue.
